AGENDA POINTS FOR DISCUSSION DURING VIDEO CONFERENCE REG.NAD KACHERIS TO BE HELD ON 29/06/2012

As you all are aware that the Revenue department is all set to take over Nemmadi from E-Governance department effective from 1st of July 2012.  In this regard, it was decided that the department would formally manage Nemmadi project with the current set-up till the department establishes Nada offices across the state and come up with the interim software solution i.e. RDS web application. Setting up Nada offices would involve activities ranging from locating space, building infrastructure, recruiting operators and operating Nada office for delivering various Nemmadi services.
1.     Deputy Tahsildar’s Promotion

Ensuring Deputy Tahsildars to be in place by August 15th is very important as they need to be trained. Since these posts are to be filled up on promotion and RCs are competent authority to promote, RCs are requested to ensure that promotion list is finalised by the end of July’12

2.     Availability of VA/Case Worker at Nada

Another critical element is availability of VA/Case Worker at Nada Kacheri which has to be done by DCs by going for fresh recruitment. The VA/Case worker again need to be trained, hence DCs are requested to complete requirement process by August 15th.

3.     List Of Nada Offices:
It was decided by the department that the list of 777 Nada office locations is being circulated among DCs and DCs have to give their opinion regarding the location. Since the number of Nada offices have been fixed already, DCs are expected to give their opinion only about the location based on proximity and citizen convenience.
4.     Availability of Building/Space
The Nada office should have adequate working space i.e. 800-1000 sq. ft. to accommodate minimum 6 people, furniture and storage space.  Break-up of the same is mentioned below.
DCs are requested to provide the details of Nada of offices of their respective districts in the format as mentioned below.
List of Nada locations for each item mentioned above need to be sent to the Directorate.
5.     Furniture

Required furniture in the form of modular (custom made) or off the shelf items can be procured either centrally or by respective DC by following KTTP Act. Above furniture should also include one Almera for storage and plastic chairs 10 nos.

The decision on this item will be communicated to all DCs shortly.

6.     Electricity

DCs are requested to apply for fresh ESCOM connection wherever the Nada office exists and does not have ESCOM connection as on today.  They also need to apply for separate ESCOM connection for GP locations. DCs need to provide approximate cost details needed for ESCOM connection deposits.

Directorate of Nemmadi will take decision on alternative power back up solutions such as SOLAR/UPS and communicate the same to all DCs. Procurement of such equipments would be done CENTRALLY through renewable energy directorate.




7.     Connectivity

All DCs should apply for one VPN over Broad Band connection for all Nada office of their district. Directorate of Nemmadi will communicate BSNL to provide 800 such connections as soon as applied by DCs by procuring modems in advance.

8.     IT Infrastructure

IT infrastructure such as desktops, printers, biometric devices and web cameras etc. should be procured by DCs from DGS & D vendors. Directorate of Nemmadi will circulate TAP approved specifications to all DCs and DCs should follow the same while procuring IT infrastructure.  And also ensure that AMC for minimum of 3 years is part of purchase order.

9.     Operators

Since it is a peak period now and there are more than a lakh number of transactions happening across the state per day, it was decided either to ask the current agency to provide the operators (or) run a parallel system for about 2 months till DCs hire operators. In the parallel system requests can be submitted at telecenters as well as Nada offices.
However, the first option is that the DCs should follow outsourcing method to hire operators from manpower agency. All DCs are requested to strictly follow the qualification criteria & salary band to be prescribed by the Directorate while engaging operators. The operator procurement has to be completed by August 20th and DIO or any government official shall be chosen by DCs to act as “Master Trainer”.  Master trainers will be trained by the Directorate but actual operators are to be trained at district level by these master trainers under the overall supervision of DCs.

Reserve/Shadow operators:

In each district at least 10% of the resources need to be kept as reserve/shadow/pooling resource to handle attrition of operators. Also, two VAs in each taluk need to be trained as reserve cum emergency resource.

Any operator can go out provided one month advance intimation given by agency to DC.
DCs are requested to have standing arrangement with District Training Institute (DTI) for training new/replacement of operators.

10.            Secured Stationery

It was decided to continue the current arrangement for procuring “RDS & RTC secured stationery” and dispatching process to districts/taluks/Nadas will be taken care by the Directorate through courier service. The allocation of this stationery would be handled centrally by the technical team.
 
11.            Consumables

Consumables such as A4 sheets, Cartridges etc. has to be handled by respective DC by following the detailed guidelines to be issued by the Directorate.

12.            IT Infrastructure Maintenance

A facility manager service need to be put in place by the respective DCs and the terms & conditions are to be similar as mentioned in Bhoomi.

13.            Consultant

Similar to consultant in Bhoomi, a consultant need to be recruited by the Directorate and they report to respective DCs.

14.            Financial Management
All the DCs to open an account in any one bank to be decided by Directorate and this account will have link with central account of Nemmadi at State level. The balance at the end of the month will be automatically remitted from each DCs account to central account. If there is any difficulty in locating a common bank is noticed, then postal dept ECS system will be used for the above said purpose.
Directorate of Nemmadi will do reconciliation of amount credited with no of requests raised every month. The same needs to be done by DCs every week for their accounts and if there is any mismatch, DCs to start recovery from the salaries of the staff of Nada Kachery.
